Introduction: Why EN 60204-1 defines the security of your production
Standard EN 60204-1:2018 (Safety of machinery — Electrical equipment of machines — Part 1: General requirements) is a basic normative document for the design, installation and maintenance of electrical equipment of industrial machines. Impact on MRO operations
Changes in maintenance procedures
The standard requires that each electrical equipment maintenance operation be performed with complete de-energization and lockout (Section 5.4). In practice, this means:
- Each control cabinet must have a lockable main switch
- After disconnection, it is mandatory to check the absence of voltage with a two-pole indicator
- Capacitors ≥1 μF must have discharge devices; residual voltage ≤60 V after 5 s
Requirements for procurement of MRO components
Any electrical component must be replaced with a certified analog with identical or better characteristics. The standard expressly prohibits the installation of components without the appropriate marking (CE, conformity to the IEC/EN series). Typical mistakes when purchasing:
- Installation of circuit breakers without proven breaking capacity
- Using cables with an inappropriate flammability class (requirement — minimum IEC 60332-1-2)

Documentation

Below is a practical list for checking the compliance of the electrical equipment of machines with the requirements of EN 60204-1:2018 / DSTU EN 60204-1:2019:
- The main switch is present, accessible, locked in the OFF position
- The marking of the main switch corresponds to the symbols IEC 60417 (I/O)
- Residual voltage after disconnection ≤60 V for 5 s
- PE protective conductor is connected to all metal parts; resistance ≤0.1 Ohm
- The color of PE insulation is yellow-green; N - blue; phases — black/brown/gray

- Control circuit transformers have short-circuit protection on the secondary winding

- Cable entries ensure the degree of protection of the shell (IP54 minimum for industrial premises)
- The degree of protection of the cabinets corresponds to the operating conditions (IP55 for wet, IP65 for outdoor)
- Insulation test performed: ≥1 MΩ at 500 V DC
- Frequency converters are equipped with EMC filters according to EN 61800-3
- Safety relays correspond to level PL d or higher (for categories 3-4 according to ISO 13849-1)
- A maintenance log is maintained; every component replacement is documented
- The staff has a qualification group for electrical safety in accordance with NPAOP 40.1-1.01-97
Typical violations during audits
Based on the practice of inspections of Ukrainian industrial enterprises, the following are most often found:
1. Absence or malfunction of the main switch
The switch is locked in the ON position, the lock is missing, the handle is damaged. A violation of Section 5.3 is critical.
2. Improper grounding
The resistance of the protective connection exceeds 0.1 Ohm. Reasons: corrosion of contacts, lack of groove washers, paint under the terminal. Violation of Section 8.
3. Mismatch of emergency stop buttons
Using buttons with NO contact instead of NC; no yellow background; automatic return without confirmation. Violations of Section 10.7 and ISO 13850.
4. Outdated electrical circuits
The diagrams do not correspond to the actual condition of the equipment after the upgrades. Violation of Section 17.
5. Components without CE marking
Automatic switches, contactors or relays of unknown origin are installed. Absence of certificates of conformity in the technical documentation.
6. Exceeding the allowable voltage of the control circuits
Buttons and switches are connected to 220/380 V without an isolation transformer. Direct violation of section 9.1.1.
Liability and sanctions
Administrative responsibility (Ukraine)
According to Art. 43 of the Law of Ukraine "On Labor Protection" and Art. 41:
- Fine for an official: from UAH 340 to UAH 1,700 (minor violation)
- In the event of an accident: criminal liability under Art. 271 of the Criminal Code of Ukraine — restriction of liberty up to 2 years or deprivation of liberty up to 7 years (in case of death of an employee)
- Fine on the enterprise from the State Labor Office: up to 10 minimum wages for each violation (as of 2024 - up to UAH 80,000)
Insurance consequences
Insurance companies refuse payments if a violation is established EN 60204-1. Typical wording: "The equipment was operated in violation of safety requirements; the insured event is not recognized." The average loss from downtime due to an electrical accident in production is 15,000-50,000 EUR per day.
Loss of CE marking
Replacing a component with an uncertified analogue formally invalidates the Declaration of Conformity of the machine. The company assumes the role of manufacturer in accordance with Directive 2006/42/EC, Article 2(i). This means full legal responsibility for the safety of the machine.
Practical recommendations for MRO services
To ensure continued compliance EN 60204-1:
- Create a register of critical electrical components with compliance standard and service life
- Set the frequency of insulation tests - at least once every 12 months for equipment in normal conditions, once every 6 months - for wet/aggressive environments
- Purchase components exclusively from suppliers providing Declarations of Conformity and CE certificates
- Conduct an internal electrical safety audit quarterly using the checklist provided
- Keep stock of critical components (circuit breakers, contactors, E-Stop buttons) in stock - downtime waiting for delivery costs far more than inventory cost
